What you personally think is not relevant here -- in Apache, a 'release candidate' is the thing you vote in inside Apache before releasing it to the world, while in the NetBeans world, a release candidate has always been an actual release to the outside world.
This caused a LOT of confusion when we release rc1, because in Apache, a release candidate is actually a voting candidate, not something that is actually released. Anyway, all these kinds of discussions do not belong here -- they belong on 'dev'. In Apache, all voting is done on the 'dev' mailing list, if you're interested in keeping up to date with that, that's where you go.
