Setting LC_MESSAGES to en_EN really seems to be the problem: $ LANG=en_US.UTF-8 svn st
works, but $ LC_MESSAGES=en_EN LANG=en_US.UTF-8 svn st svn: error: cannot set LC_ALL locale svn: error: environment variable LANG is en_US.UTF-8 svn: error: please check that your locale name is correct does not. Note the misleading error message spit out by svn in this case.
