For me this seems to an issue with the scm plugin. Owen I would assume that by using a previous version of the release plugin it would in turn depend on an earlier scm plugin version.
Version 1.0 of the SCM plugin breaks w/ the locale error stated in this thread; 1.0rc1 works just fine for me. Was this ever filed in JIRA? Michael
