You could run a second instance of policyd v1.  Alternatively, move to v2.

Is it correct that it's not possible to limit both the numebr of sent
messages by IP address and specific user names concurrently in policyd V1.9?
If it is, I'd appreciate some guidelines on how to do this.

Worst case, looks like one could run postfix with rate limits that are
globally somewhat higher and then impose restrictions on individual
users, on an as-needed basis.
