It sounds like something is wrong with your download -- the official Open MPI 
1.6.3 tarball includes config/install-sh.

Are you getting the 1.6.3 tarball from 
http://www.open-mpi.org/software/ompi/v1.6/?  Are you expanding it on a 
networked filesystem, perchance?  And if so, is the time synchronized between 
your client machine and the network filesystem server?
