when you hit reply, in the reply window menus, there is options-delivery
format, then the drop-down includes plain text.

someone else mentioned an easy way, go to your addressbook, select
fedora-users-change
"Prefers to receive messages formated as:
and it has a drop-down menu, from which you select  "Plain text"
