Well, for what it's worth, I still don't know why this happens but:

1) My vendor hasn't changed anything recently.
2) On the target machine (the virtual machine), I can get it to work if
I turn off tcp wrappers in vsftpd.conf.

I have no idea what this means, but thanks to Richard for pointing me to
tcp stuff in general.
