For now, you might be able to perform the capture by running tcpdump
from commad line as root, and telling it to write packets into a file.
Wireshark can open such a file with no additional privileges. E.g.
something like this:

tcpdump -i enp3s0 -w packets

The open the packets file in wireshark.
