Before worrying about things like that, it helps to get a second opinion.  Try this 
speed test on both machines and see if you get similar results:

Download: 2.6 Mbps
Upload:      2.8 Mbps

Speed.io:
Download:   2.704 Kbit/s
Upload:        1.458 Kbis/s

speedtest.net:
Download:   3.77 Mbps
Upload:        2.75 Mbps



Anyone have any thoughts?

I tried disabling NetworkManager and installed wicd, same results...

On your F20 system.   What is the output of   iwconfig  ?

Also, while running the speed test.....  what is the output of ...

iwlist (interface) rate

You can see the value of "interface" in the output of the iwconfig command.





[root@localhost ~]#  iwlist wlp3s0 rate
wlp3s0    unknown bit-rate information.
          Current Bit Rate:108 Mb/s

[root@localhost ~]#  iwlist wlp3s0 rate
wlp3s0    unknown bit-rate information.
          Current Bit Rate:120 Mb/s

[root@localhost ~]#  iwlist wlp3s0 rate
wlp3s0    unknown bit-rate information.
          Current Bit Rate:150 Mb/s
