It's a trade off. It saves you bandwith at the cost of local disk space
and cpu time. 

If you have a very fast connection it's usually much faster to just
download the full updates. 

if you have a very slow cpu or low on disk space, assembling the deltas
can make things a great deal slower. 

If you have a slow or metered connection, and lots of cpu/disk, then
deltas are indeed a big win.
