besides the fact that this thread would have been
much shorter with a subject like "how to disable
presto in F19 and above" instead bring phrases
like obsoleted and no clear question:

why should someone touch things in /usr and let
them overwrite with any random update?

as user you MUST NOT touch files from RPMs which are not config
i would say included plugins can be disabled the same way as
built-in ones

[root@rh:/etc/yum/pluginconf.d]$ cat /etc/yum/pluginconf.d/presto.conf
[main]
enabled=0
