This looks fairly normal to me....

You're talking about /var/tmp right?  Those files are not cleaned out at boot 
time but are cleaned out by cron job run on a daily basis.

Look at /etc/cron.daily/tmpwatch.  You can modify to change the default from 
30d retention to something smaller if you like.
