I don't know enough about the licensing of this, or how it will work to be able to comment about the legality of this approach. All that I'm talking about is the technical application. I would assume that Fedora has a sufficently competent legal team as to be able to advise upon the feasability of this solution and I look forwards to reading their analysis later.
