Each small group of Android devices needs its own highly customised setup. Unlike a PC there is no real standard or consistency across the different groups. In addition you often need custom flash tools and the like to do the setup and you can also break some of them for good if you get it wrong. It's very different to a PC as it's intended to be a device with specific kernel and setuo running a specific environment, and everything is specialised. How it plays out longer term is an interesting question. Clearly PC hardware is moving into that sort of form factor, although again not all of it is 'PC like' and some of the ARM folks are working more on standardisation.
