That happens when the message you are replying to doesn't have the List-* headers that Reply-to-list (RTL) requires. This in turn is because the poster of that message didn't use RTL, perhaps because they were replying to an earlier post that didn't have the headers either. If everyone used RTL instead of Reply-to-all (RTA), this wouldn't be a problem, but they don't, so it is. If it happens to you, RTA is the only correct recourse. Some mailers (<cough>Evolution<cough>) have a "Group Reply" button which will Do the Right Thing (i.e. fall back to RTA if RTL isn't possible). I don't know if Thunderbird has this.
