I'm still on F42 (on my other PC), and I only see that kind of
behaviour if when I'm moving a window to the side of the screen the
mouse pointer hits the edge of the screen.  If I've grabbed the window
further along, so that the mouse pointer never hits the edge of the
screen, it doesn't happen.

See if that's the case for you.

There may be some "tweak" tool that you can install for your window
manager / rendering engine options.
