At least four things are stated in that: 1. It's loaded. 2. It's not set to start (disabled in your configuration). 3. The preset (default) configuration is disabled. 4. And it's inactive (not running). If you simple start it now, it will start there and then, but next boot it's not going to be started. You can enable it *and* start it.
