According to the first step here https://docs.fedoraproject.org/en-US/quick-docs/upgrading-fedora-offline/
a reboot is needed before proceeding with the upgrade. Just curious why? In the past, I did not reboot for days, but it did not matter and things went smoothly for the upgrade.
