The process does not include using dnfdragora.
I never actually _used_ dnfdragora. I just saw its notification letting me know
that updates were available. I always use dnf from the command line to do the
actual updates.
I was following the upgrade procedure from
docs.fedoraproject.org/en-US/quick-docs/upgrading-fedora-offline/, but because
of the failure I didn't get as far as performing the actual system upgrade.
