I also suspect this is a GPU (or driver) issue. I encountered a
similar problem previously when attempting to boot Fedora 38 on my
system, which resulted in a black screen, although the system itself
continued running.

When I opted to install Fedora 37 instead of Fedora 38, the system
booted without issues. I am currently running Fedora 39, and it
appears that the driver issue has been resolved, as I haven’t
experienced any problems. It might be worth trying an install of
Fedora 39 (or F38).
