You might try stunnel (https://www.stunnel.org/index.html). Use Stunnel as a HTTP proxy. Stunnel would accept the old connections on the Win2k machine, and make new connections to external servers using modern protocols. See <https://www.google.com/search?q=stunnel+https+proxy>.
