`uname -a` and `cat /etc/redhat-release` all say I
am on fc39.
But when I go to do a `dnf upgrade` I get tons of
fc38 stuff to upgrade to a newer fc38 version.
Am I missing something?

Well, if helps you I've fc35 packages in my 38 :-) for me is something
normal, always has been this way.
