IDK if it's my system or what. I install fedora server edition over the "minimal install". There was no traceroute in the minimal install that doesn't sound right. All I did was a fresh "from the box" install of minimal install and "C Development Tools". The networking wasn't working. I installed Fedora Server Edition and all is well. I used the same options with the Server install as I did with Minimal install. Could this be a bug, or just my setup being off. Minimal install I would think would have traceroute.
