Then perhaps we can adjust the template used when a message
is held to include something like this?

NOTE: If your message has been held due to size, please consider
this a rejection and a friendly request to reduce the size and
resend. The list moderators will not approve such messages.

If you're attaching logs or command output, trim it to a minimal
amount (we can ask for more context, if needed).

If you're attaching images, crop them to reduce their size.

Keep in mind that attachments will be encoded by your mail client
(usually via base64) and this encoding increases the size by as much
    as 30%.

This can be done for the users list by copying the default
template from:

/usr/lib/python3*/site-packages/mailman/templates/en/list:user:notice:hold.txt

to

    /var/lib/mailman3/templates/lists/users.lists.fedoraproject.org/en/

and then editing.

[I don't know offhand if that requires any reload of mailman
and I don't have time to stand up a test instance to figure
that out at the moment. But it should be easy enough to
test. :)]

That could save some time in moderation and make things
clearer for list members.

I hesitate to suggest increasing the maximum size as all
that does is ensure we'll have this same conversation when
folks wonder why they can't send messages larger than 100k
(or whatever size) to the list). But if 60k really is too
small, it is an option.

I do think we should adjust the list guidelines to not
recommend the use of fpaste. Since it migrated to
paste.centos.org and has a maximum 24 hour paste life, I
don't think it's remotely useful or helpful for mailing
list usage.
