I haven't tried building against RHEL in mock, so I don't
have any particular insights nor first-hand experience.

But I guess the first question is, do you have that package
(subscription-manager) installed on the host?

may also have some useful tips.  If nothing else, it seems
to confirm that COPR is using Fedora hosts with RHEL+EPEL
chroots.
