Are you sure you're not thinking of the dnf tracer plugin? I don't see anything in the needs-restarting plugin which causes it to run automatically. Testing on a clean F37 system confirms this, for me. On the other hand, the dnf tracer plugin (dnf-plugin-tracer) does exactly this. -- Todd
