VGA really limits the selection, but there are cheap HDMI to VGA
adapters.

There are often bargains on systems 2--3 years old (particularly now as
large enterprises are moving to Windows 11) from the  large vendors'
refurbished channels.

A few years ago the enterprise level laptops started to get USB-C power,
typically from a (very expensive) docking station.  I'm using a DeWalt
USB-C power dongle to power a Dell Latitude 7480 from 2018 -- it is part
of a kit that also can use a DeWalt 20v battery to supply power by USB A
and C to keep cell phones going during extended power outages.  The
Latitude has both touchpad (with 2 buttons) and nipple pointers.
