No, don't disable selinux in this case.

Just boot the system, edit the linux line to add 3 and continue. This will get 
you to a text mode login prompt
and gdm would not have been started.

I suspect when login and type

sudo systemctl start display-manager

you will get an error and then can more info from

systemctl status display-manager   or looking at journal entries.
