I don't fully understand.  Of what use is a link to nowhere?

I did what the instructions said.  What you say implies that the upgrade 
instructions need to be revised.  The instructions are here:
"https://docs.fedoraproject.org/en-US/quick-docs/dnf-system-upgrade/";.
From past experience, I can say the Fedora doc. team wants more than a bug; 
they want suggested wording.  What should the instructions say?

If preferred, this can be split off into a separate thread, and I can close 
this thread.
