Well, even though I'm a KDE user the naming of various parts are still the same.

The top part of the screen in Xfce, by default, is "A panel".  So, I looked in 
the settings for things having to do
with "panels".

KDE's default panel is at the bottom of the screen.  It too has the option to 
group windows of one application
together.  KDE is a bit nicer in that if you hover over the box with the 
grouped windows there will be a pop-up
preview of those windows so it is easy to pick the one you want.

Well, if you had done the "second" method I stumbled upon that probably could 
have been avoided.

I think it has been there all the time.  But I only have an F31VM to check.
