I just ran a dnf upgrade.

dnf needs-restarting shows better information than tracer for me with Fedora 27
(*not* 28).

And on my desktop (OS X running virtual box, and also running Fedora 27), 
neither of
them works, but I can still use "lsof -d DEL -a /"

The desktop shows:

        # dnf needs-restarting

        # lsof -d DEL -a /  | wc
