Mostly, yes. They do have some desktop people, and sponsor GNOME
development, which isn't server-oriented.

GNU/Linux needed NetworkManager. Static configuration is inadequate for
most classes of devices, where an event-driven system is a better fit
for the needs of those devices. If NM ever gets an entirely static mode
for an interface, it might be suited to replace the "network" service.
Until then, the network service is still available for systems where its
mode of operation is a better fit than NM.
