FWIW, that isn't true on my system.

ctl-alt-F2 brings up a VC just fine.  F1 is my GUI/KDE session.  I run SDDM as 
my Display
Manager.  I suppose things can be different if using GDM.  If I get the time 
I'll switch
to GDM on a system to check this out.
