Probably -- see the caveats at https://fedoraproject.org/wiki/Upgrading_Fedora_using_package_manager. Additionally, old releases are moved off of the mirrors (to save hundreds of terabytes of disk space worldwide), so you'll need to update your repo files to point to http://archive.fedoraproject.org/pub/archive/fedora/linux/updates/.
