Assuming one has all the intervening DVDs and does the upgrades using "local media", I imagine you could do it. I think Fedora releases that old typically can't be upgraded via the network as the repos are archived and not active anymore. That all being said, 20->21->22->23->24 is going to be an incredibly, tedious, time-consuming process fraught with errors and problems.
