Your issue with "timeouts" have nothing at all to do with IPv6.

Please note two things in your IPv6 address.
1) fe80 prefix - This is local only - think 127.0.0.1 for IPv4.
2) Scope: Link - Same as above.

If you, or any program, attempted to connect to an IPv6 address they 
would immediately return "no route to host" as you are not on an IPv6 
network and you do not have a global IPv6 address.

Instead of bad-mouthing IPv6, you should look for the real root of the 
problem. Possibly that IEEE doesn't have IEEE network engineers.
