How many 'services' have you got? How many 'keywords'? Kannel does not stop to search when it encounters the first denied rule, it keeps searching down until it hits a match. This is what you may be experiencing. Also prefix is normally for the source phone that is allowed to use the service. For example if you wanted to only allow MTN or Zain you can use 'allowed-prefix' and set it to 096 or 097.
