Ok, step 1 is to configure config.inc:

Make sure that SENDSMS_PORT there matches what's on your kannel.conf
(13013?).
Also, try hitting from your browser:
http://localhost:13013/cgi-bin/sendsms
You should get something like "Authorization failed for sendsms"
If not, recheck your configuration and make sure your service is up and
running.
