You're mixing things. If you need to use that PHP, deploy it on your WEB SERVER, and hit it from where the WEB SERVER could get it (usually port 80). That script would then contact sendsms on port 13013.
If you wish to hit sendsms directly, then hit port 13013, but you won't hit the PHP on that port, no matter where you put it...
