It looks that your radius thread is not running at all. Please fire gdb and
set a break at:
b radius_acct.c: proxy_thread
And see what's is proxy_thread doing with incoming packets.

It turns out that your dump is wireshark dump, not tcpdump. From that I
can
see that your Radius server is on the same machine as your kannel
gateway. I
suspect that your connection to radius (set at .1 s) is timing out.
Hopefully this patch will correct that. It increases timeout to 2 s and
prints an error if the connection timeouts.
Please apply and let us know of the outcome.
