Hi,It turns out that your dump is wireshark dump, not tcpdump. From that I can see that your Radius server is on the same machine as your kannel gateway. I suspect that your connection to radius (set at .1 s) is timing out.
Hopefully this patch will correct that. It increases timeout to 2 s and prints an error if the connection timeouts.

Still haven't answered: From which server did you take the dump? Kannel or Radius? Besides this looks like a wbxml dump (from mobile to kannel).
