Hi Nic, I live in Dar, Tanzania, which is pretty close to Rwanda as you already know I believe. I'm not an expert in modems, but I use a Huawei E172 modem, from vodaphone and it has not let me down so far. I can send and receive SMS with no problem.
I bought it for Tanzanian Shillings 200,000/= I don't know if that is cheap or expensive for you. TSHS 200,000 is almost like USD 150. I don't know exactly what operators are in Rwanda, but Zain (celtel) has a similar modem for the same price. I'm not using it anymore because their sms are more expensive, but it also was ok. best wishes.
