I guess "ServerLimit 1" would do it (along with "ThreadLimit 1" if
using a threaded MPM).
But this is not only one connection per client at a time, but really
one connection at a time for all possible clients.
That is, if multiple clients try to connect simultaneously, each one
will have to wait for the currently handled/queued connection(s) to
finish before getting an answer.
Not sure this has any practical use case...
