I have worked around by setting an environment variable

RewriteEngine on
RewriteRule ^$ /test/home.php  [NC,QSA,END,E=IS_DIR_INDEX:1]
FallbackResource /test/fallback.php

<If "env('IS_DIR_INDEX') == 1">
 SetHandler default_handler
</If>
