If you do all of these things, and still consider the performance unacceptable, then I doubt that Struts 2.1 will make a startling difference. If performance is the key concern, then Struts 1 is still the best choice. I also understand that Tapestry performs well. If it helps, I'll post a link to a temporary Struts 2.1 snapshot, with all the dependencies, on the developers list.
