No disrespect intended - but I'd be inclined to look at my own code/environment before I started blaming the struts taglibs!
When I get into this sort of position I tend to remove all traces of my jsp from the container (including the generated servlet etc), redeploy & restart the container. If that doesn't give me any joy then I'll debug into the taglib in question. To my mind this is a huge advantage of using components where I have access to the source.
