This sounds familiar and may relate to a problem I used to have with showing Bulgarian (Cyrillic). It's too long ago to remember precise details, but here are some tips:
Look at the text file encoding of your properties file and of the JSP file, this should be UTF-8, you can set this with IDEs such as Eclipse, but also just with notepad. I think databases also have encodings. After setting it, see if the text still looks garbled. There are tools (I remember UltraEdit) that can convert encodings of existing text files. I would start setting the content type of your web page to UTF-8 and get everything (message resources, database texts, plain JSP texts) display correctly one by one after that. If you return XML (XHTML), you can also try to set the following first line: <?xml version="1.0" encoding="UTF-8"?> Hope this helps...
