No apologies needed.  Especially in the US, I will certainly agree with the "usually".  In Canada, depending on the item, there are more exceptions but your "usually" does still apply.  It's the exceptions that are the pain, though.  And if you wander in to that territory, things get complicated fast.  I would agree on finding appropriate talent and using appropriate tools when needed.

In the US, the sales tax system is very complicated. Tax liability is

the rate at the location of the seller applies.

There are a bunch of tools out there that do these calculations for you
- TaxJar / Avalara AvaTax. All of these have APIs that can be used as
well (paid unfortunately).

How, if and how much taxes  to collect depends on location of seller,
buyer, and item sold.  The fact that this is configurable is a required
