Hi Pierre, i created a new user, assigned the "fulladmin" security group logged in as that user and could create a new project.
Indeed the 'new project' button did not appear in the business theme, however in the good old flat grey scheme it did show up. You can create a jira issue for the missing button, which i could imagine could be a problem at more places than here.....
