Come to think of it, <exec> has an "os" attribute you
could utilize as well, but it's a little unwieldy as
you're forced to use the "full" OS name.  It may
accept "unix" on unix, but then you're back to the
problem of how to detect cygwin.  I still recommend
<available> in this case.
